The State Library was everything but moderate. The main building was huge not only from the outside, but was also very vast. The space inside was filled by numerous bookcases, where one could find anything; as expected from the biggest library in Amestris. To enter the archives you needed to be a State Alchemist so the halls of the building were almost always empty except for the few librarians rushing up and down them.
